If you are looking for a premier experience this is not the place. Heres what happened:
We booked a King Suite to have a separate living area for late night/early morning calls. When we arrived we were given a nice room overlooking the capitol square but did not have the separate area. Heres the dialogue that took place - customer service at its best

What a great location and characterful hotel and really good value for money. The staff were all very welcoming and the the room was comfortable with style and felt cosy. A sunny balcony over an inner courtyard was a bonus! Only regret is we didn't try the restaurant....

Hotel Opera is located adjacent to the Capital Square. This is a fine location to walk the area, also to be picked up and dropped off as the cars are regulated as to where they may go. The square is open, pedestrian friendly, plenty of sights, cafes, gelato, shops and such things. Many English speakers, not your Parisian attitudes encountered.

Excellent hotel in a great location in the main square. The bed was very comfortable and the room spacious and well decorated. The breakfast was very good and and the staff were great. We will be visiting Toulouse again and we plan to stay at the hotel again....

Exceptional location. We had a view overlooking the square which was nice for the view. The room was a nice size with an updated bathroom. The room itself is a bit dated but comfortable with all the amenities available. Hotel staff was very kind and helpful. Would recommend for your stay in Toulouse....
